Bill Fay dopo aver pubblicato negli anni '70 due dischi acclamati dalla critica ma di scarso successo commerciale, è tornato dopo più di 40 anni a incidere dischi, prima con Life is People del 2012 poi con questo Who is the Sender?.
Più ancora che il precedente, il nuovo album esprime frustrazione e costernazione per lo stato in cui è ridotto il mondo, guerre e persecuzione.
Questa War Machine è un'amara descrizione della natura umana pronta ad uccidere finanziando senza fare domande una micidiale macchina da guerra.
