Nel 1979 un grave incidente alla centrale nucleare di Three Mile Island in Pennsylvania riaprì negli Stati Uniti il dibattito sull'utilizzo dell'energia atomica. Springsteen e la E Street band parteciparono nel settembre di quell'anno ai cinque concerti "No Nukes" organizzato dai "Musicians United for Safe Energy".

A quel periodo risale questa canzone che fu però pubblicata solo nel 1988 come B-side del singolo "One Step Up" dall'album Tunnel of Love (e poi nella raccolta "Tracks" del 1998).
